Different reasons / mechanisms. Offers like this one are wrapped up in a nice package but they are just a promo code offer. Most free books I've seen using the promo code work for everyone unless it's tied to a membership offer.
The ones where they've gotten tricksies are member offers. Audible hated that people like me figured out how to find their freebies through searches. They figured out how to use member pricing (usually 30% off for most titles) and set freebies that way because it won't show up on a search. If a freebie comes from the publisher typically they set to zero the old-fashioned way. If it's from Audible then most of the time it's members-only now.
