Simply stated, my Boox Note 10.3 wasn't providing a login page on the browser with WiFi. Android usually has a separate proxy stand alone browser pop up and do this for you, but the BOOX doesn't have this feature. As a result, you can not accept terms and conditions to successfully log on to a public network.
I searched around a bit and this solution worked to force the login to the Boox Browser: I used method #3 described here:

Basically goes like this:
Visit a non-HTTPS site; "example.com" for instance; and it will force the log in page!
