I assume you no longer have access to your old PC, or its hard drive, or a backup?
If you still have your old kindle, you could try connecting it to your new PC, getting calibre to show books on the device, then copy to PC library. (You would need help from Apprentice Alf, and to register the serial number of your old kindle).
If your books are from Amazon, you could download them from their website - similarly with books from other sources. I'm afraid any metadata you had added in calibre (like series or tags) would be lost. If the books are in collections on the Amazon website, that would be preserved on your new kindle, but not in Calibre, as far as I know.
Sorry, I don't think there is an easy answer - better make a backup next time!
