Ceteris paribus, if JS worked on your old PC, then it should work identically on your new PC.
In my opinion, your issue is related to how you have re-created Calibre on your new PC.
I assume the JS Tweak "activation" checkbox is still "on" in JS Customizing.
You should use the standard Calibre tool for exporting library settings from Calibre and then importing them. That guarantees you did not miss something when you copied a folder.
