Creating a network from the tablet requires root privileges: either you gain them, or the system gives you the option through normal user interfaces.
Of course, you could also create a Wi-Fi connection, and for that the system surely has its interface: which will probably be useless because it will be slow (and drain battery fast).
Rooting the MaxCarta is trivial and "a one click process": have you read the post I linked?

OK as i understand:
1. Rooting the Maxcarta
2. Installing The usbnetwork.apk
3. installing a VNC in pc ( i have tightVNC: could i use this?)
4. then setting the IPof my PC in the Maxcarta
5. And if i be luckyit will mirror my desktop
