Both the Kindle and your PC (inc anti-virus suites) get updates.
One of the first things needed, is to check the logs (or site update status/FAQ)

On a number of occasions, I have had to reboot W10 after an 'not mandatory' (W10 does not show a reboot type shutdown) update to get peripherals to behave.

I really hate the new(ish) W10 silent updates. When I did then, I was aware they were done.
