I don't think folders is a minority issue. But maybe that's because I want folders too. And yes, tags wouldn't be as good as folders, but they would do, provided you had the option of displaying only items with multiple tags (say, "science fiction" and "biology" to pop up science fiction books about biology for example) if you wanted to.
And I did ask Amazon for folders way back when, but maybe I should do it again.
