As other have said, I see a problem in selling books or making books available in different countries. But I don't see why a book reader couldn't be sold in all countries. Granted, the Kindle would lose much of its splendour without the wireless and Kindle store, but it's not useless, and I'm sure there are people who would like to have it anyway, starting with people who frequently travel to the US.
