This isn't a manufacturer restricting sales, but a retailer, and a retailer can certainly choose not to ship to other countries if they wish.
Look up pretty much any electronic item on Amazon UK (eg TV sets) and in the "Product Details" section at the bottom of the page it says:
Delivery Restrictions: This item can only be delivered within the UK
