I expect they assume people will read directly on the phone or tablet. Besides, there might not be a way to connect the reader to phone/tablet. Yes, I know there's USB OTG for some Android devices but I doubt many people do. I'm guessing Adobe doesn't consider the feature as being worth the development cost.

Really, what we need is built-in access to Overdrive on e-ink readers themselves.
