A tablet will probably work better for you as the apps work in different formats and you can more easily read reference material which often comes in pdf format.
As to borrowing from Overdrive, my library hasn't used Overdrive in several years, so I have no advice on what works with that.
For an ereader, Kindle basic has everything but a light. If you need a light, then a Paperwhite will work well.
