Ah, yes. There it is.
- Right click on sigil.exe
- select properties
- select compatibility tab
- select 'Change high DPI setttings' button
- at the bottom check the box for 'Override High DPI scaling behavior.'
- Select 'System (Enhanced)' as the method for 'Scaling performed by:'
