Finding a quiet corner of a park, or going to the ("shhh!-is-the-general-rule") library isn't exactly what I would call going "public." You should be able to seek peace in those places.

It's the expectation that one should be able to avoid communication altogether while in human-herd situations that I find a bit odd.
