You can
1) Select the text to be quoted in a paragraph,
2) CTRL-X to place it on the clipboard,
3) Type (( CTRL-J to invoke the snippet which will generate « »,
4) Type CTRL-V to insert the clipboard inside the smart quotation marks and,
5) CTRL-J to reposition the cursor after the quotation.

EDIT ^ jbacelar's post crossed mine, ...and offers an even simpler solution.
