Importing .htm file and associated folder

I saved a web page as "Web page, complete"

I ended with a .htm file and a folder by the same name. The folder has the css, js, gif, jpg, etc. files referenced by the htm

When I just Added the hm to my Calibre library, I got a ZIP file with every thing in it

My goal was to get a epub with the images and the htm text so that I could edit it

Is there a more right way to add the file and folder to end up with an editable epub?
