There is very little that you can cp (or move) without having root permissions.
In any case, you must have the device jail broken before you can do anything outside of visible USB storage.
Once jail broken, our jail break support for the past few years has included the search bar command:
;log runme
(which executes the file named: RUNME.sh in the top most visible level of USB storage - you provide the content of that script - and there is a thread dedicated to worked/working examples here)
