For iPads, you can grab a 32GB Wi-Fi iPad (2017) for $240 from Apple's Refurb store. The savings aren't really worth going older given the marked performance difference even from just two generations prior (2013 iPad Air).
I've tried Windows tablets (even a Surface Pro) but was quite disappointed with the experience.
Chrome OS on tablet sounds quite promising, though.
