Numerous unauthorised editions of copyrighted books have appeared for sale at Amazon UK (and other Amazon stores) posted using KDP by the clueless or the crooked. Mostly, to be fair, the former.

I agree in general, but since some authors have had problems when, eg, two different collections contained the same story, I think Amazon now have some automated checks in place.
The reviews of this edition say it's annotated, maybe telling readers in text who invented the telephone messes with the text comparison.
For corroboration of the general point, I see three editions of "The Secret Adversary" in the UK Kindle store (PD in USA only)
