To answer your question, Kobo is probably the best alternative to Amazon outside of the US.
I know that it was probably available for download but I don't always download the book immediately. I have at least 6 books in my "unread list". On my "Kindle for PC" app it says, where the book should appear, "problem with your credit card on file" I have since used my debit card (don't have a credit card) on at least 20 occasions while I was in the UK.
