I would suggest the first step is finding out why Chrome is not allowing you to download calibre. Chrome 66.0.3359.117 on my Windows 10 x64 laptop had no issues. I also tried Chrome on three virtual machines (Windows 7 x64 and x86 and a Mac OSX 10.13.4) and Chrome had no issues downloading the calibre installer. I also tried Firefox, IE, Edge and Safari and again no issues.

What AV are you using? Have you scanned your computer with Malwarebytes or similar malware scanner? What version of Windows are you running? If IE 9 is the latest version supported for your version of Windows, it's long past time to say goodbye to Vista.
