I believe the confusion comes from the section on the support page regarding Digital Rights Management.
After contacting Amazon Customer Service a couple of times, I received this response with clarification (bold added by me).

But if you have more than six, which six can you read it on and how does Amazon know you're reading? Seems like it would have to be tied to the PID when you DL the book. Maybe it would be that you could only DL it to six and it would be the first six to try to DL.
