The fix is to use the supported firmware.

This was a problem that was discovered after the release of firmware 4.6.9960. Kobo withdrew this firmware from all devices for performance reasons. But, because of the problem described here, they have not updated the firmware for the Touch. The currently supported firmware for the Touch is version 4.5.9587. Apart from this problem, the later firmware versions work, but, are unsupported and you use at your own risk.
