Duh....
I am not the author of :
https://www.mobileread.com/forums/sh....php?p=3562050
But lets see if the answer is already embedded in the question:

*) What is the format of the package?
Hint: update_*.bin
*) Do packages in that format require the use of an installer?
Hint: yes
*) What ways are there to submit a package of that name format to the system installer is there?
**) Update Your Kindle (menu entry, normally Amazon packages only)
**) MrPI (Mobileread Package Installer, normally add-in (non-Amazon) packages only)
*) Where on the filesystem does the user place the package?
**) UYK - topmost level of visible USB storage
**) MrPI - KIndle:/mrpackages
*) What all has been added in to the Kindle system when step #6 is encountered?
Hint: The Mobileread developer's signature certificate (a.k.a: device jailbreak)

Of the choices above which of the installer access methods are available?
Hint: MrPI has not yet been installed at that point

With that limitation in mind, where should the user place the package file?
What Amazon menu action should they select?

Unable to figure out the answer?
Have more coffee (or other, preferred stimulant)
Still a mystery?
