The trade in has to be approved. The program isn't actually run by Amazon. Back when Amazon had the old forums, there were constant complaints from people who had their trade in value descreased or rejected completely. Many also said the the device that was returned to them was not the one they had sent in.

When you sign up to do a trade in, you select if you only want it to go through if the quoted value is what you will get, and you want the item returned to you if they decrease the value. The other option is taking whatever value they offer as their final decision.

Basically, being quoted $40 doesn't mean you'll get $40, unless the amount is guaranteed as part of the offer.
