You might want to check the video driver since the last message in your debug log was "Turning on automatic hidpi scaling". Not sure if this will work, but you could try holding down Shift while clicking on Restart and then choose "Troubleshoot", "Advanced", "Startup options", "Low resolution video" (the equivalent of the old "Restart in VGA" mode with an extra reboot added in.
Does the event viewer showing any error messages for the time when calibre was starting up?
I would also suggest using MSConfig (msconfig.exe). On the services tab, click on the Hide all Microsoft services box, sort the remaining services by running/stopped and making note of which services are running (I like to use screenshots for this). After you have that information, click on the disable all which will disable all the non-Microsoft services. Restart your computer and see if Calibre will then run in normal mode. If it does, re-enable a block of the disabled services, restart and see if Calibre still runs. If it doesn't, one of the newly enabled services is the guilty party, otherwise enable another block of services and try again.
