I have tried Safe Mode with & without network and Calibre will open with no issues.

I uninstalled my Antivirus & disabled Windows Defender.

I ran CCleaner and disabled everything in all three of the tabs you suggested, still no luck.

Starting to sound like a driver, but what drivers are likely causes? Video or network?
