It's not something easy / fast to do. You must convert mobi to epub or txt ; extract the intellectual content of the epub / txt (easier with epub as the html tags are used as references) with a lot of regexp ; and put the results in a cvs file. And lastly convert it into something readable for kobo with pyglossary or penelope. Last time I did it, it took me a whole week to obtain something perfect.

There is no direct option to convert mobi to kobo (or stardict) even if there is a option to convert a stardict file to mobi (or epub)
