Note, when the install failed, I searched the LibrarianSync thread and came across several posts recommending just downloading from GitHub and manually copying to extensions.
The update bin package was last update 04-11-2015 and according to Google, the PW3 was released June 30, 2015 so the package being too old was a reasonable assumption to make. This post refers to the Oasis but I assumed the same thing applied to my PW3.
