Despite the mask, it is not a uniform of a member of the Green Lantern Corps. While there is quite a bit of variation in the uniforms of the Corps Members, I doubt anyone would wear a mask like that.
It is possible that the "claws" are actually forks that PoohBear tried to fend off and they got stuck on his hands. Could PoohBear be in massive pain?
