The setup in Librera is an icon in the toolbars: center tap to show the toolbar, tap on the relevant toolbar menu icon, tap on the option, center tap for fullscreen - it's doable.
Keeping a single page as reference is a whole different feature unrelated to the page change setting we were discussing.
