A simple method could be to use the Quality Check plugin to search epubs for one of the special characters. Or a very common word with these characters. And tag the files it finds. And then just delete all files not tagged.

As far as I know you can only search epubs this way. There may be other plugins for other file formats. Or simply convert all the books to epub before you search.

I don't understand what you mean in the second question.
