You can certainly use Sigil to create/edit a fixed layout epubs - or any other editor for that matter - but Preview's viewpane would have to be manually sized and no dual page layout will be shown. BookView would probably be in even worse shape.

You would need to use an external e-reader that supports fixed layout in order to see if what you have typed makes any sense.
