I've owned 5 Kindles since 2007, starting with the original model. I've never observed a WiFi-only model to get a time sync from anywhere. They come with a default time, and I have to set it to local time (even after waiting a day or so after registering). They never detect DST, this always has to be adjusted manually. I currently have a Voyage and current PW, and I have to manually set the time on both of them. They are registered and always connected to WiFi.

The models with a cell radio built-in, however, always have gotten the correct time from a server somewhere.
