MS did skip Win9 at all. They merely named it 8.1 for marketing reasons (e.g not charging for the upgrade, ...). If you look at the numeric version number, the way application do, you'll see that it is a full dot version upgrade from 8:
Windows 2000 = NT 5.0
XP = NT 5.1
Vista = NT 6.0 (x.0 releases are always bad...)
Windows 7 = NT 6.1
Windows 8 = NT 6.2
Windows 8.1 = NT 6.3 (this is really Windows 9)
Windows 10 = NT 6.4
