I narrowed down what happened. It seems Cortana crashed. The event says StartTileData.dll is to blame.
This explains why my start menu icons went from small to large. So Cortana went nuts because Backgroundtaskhost crashed. What caused it I have no idea.... I just unpinned everything on the start menu Hopefully that keeps it from happening.
