And it turns out it wasn't the Windows Update. I also installed a Garmin app, and my problems appear to be related to it, and it is very strange: installed Garmin, and my computer works fine, uninstall it and my startup programs take a long time to start (it appears as though my internet is slow in starting up). I'm going to leave the Garmin app installed, even though I won't be using it again, and even though it is using up some resources.
