No, it does not rely on IE. There is NO connection between the two. Edge cannot switch rendering engines. If it finds a page it cannot render, it will start another renderer. This can be IE/Firefox/Chrome. Ironically, Edge is one of the best browsers with regards to supporting the standards. Almost all pages can be rendered without problems. What you describe, I haven't seen for at least half a year.
I don't use Edge, because I don't like that there are very little extensions yet, but not because of its rendering capabilities.
