AFAIRC, the preinstalled VoiceView files are US English only. Maybe the device has to be set to this language too. But OTOH, I was able to jb two PW3 devices running 5.8.9.0.1 which were both set to German as menu language before downgrading (merely sidegrading..) to the factory build 5.8.9.0.1.
That's why I was guessing that the one-time downgradeability has to do with the possibility to install additional VoiceView language files which match the chosen menu language.
