Creating a collection on the device is working here. And it works without adding and books to the new collection.

Saving the selection of books for the collection depends on exactly where you are, but, it is basically tap the button in the bottom right corner. If you creating a collection, this will be labeled "Create". Tap that, the collection is created and any books with a tick against them will be added to the collection. If you are adding books to an existing collection using the "Manage collection" option, the button will say "Save". There is search within each of these and that has "Done" for the button but returns to the book list and you save from there.

There is also "Add to" in the Manage books function of the book list. That works by you selecting the books, tapping "Add to" and then tapping on the collection to add these books to. You can also create a new collection, and the prompt for that has a "Next" button to create the collection with the books.
