Impossible to say, since we have no way to tell why the device was in a "boot loop" (if it really was).

No, because the firmware excludes the package type used for the factory, production testing, firmware images.
There are other reasons the update handler will delete the update package also.

Look at the first four characters (they are plain text) of the image file if curious about its "package type".
(or use KindleTool's "info" command on them)

This thread you are posting in DOES NOT depend on a downward change in version number running.
It does depend on being able to install a FACTORY USE ONLY image rather than a public customer image.

That is:
The public customer firmware images do not supply the ;installHtml command.
The private, factory use only, firmware does provide that command.
