Why are you so bitter? And yes you can, or at least you could in the past find free tools to create mobi dictionaries for Kindle.

If a dictionary fails on Kindle, you can always translate with bing or look up wikipedia directly on device. Cannot get much more up to date than that. Just remember that you didn't pay for any dictionaries that are included with a Kindle. It doesn't mean they are free. If I had to buy a dictionary (say in paper format), I would not opt for the big and heavy versions that my Kindle has.
