I've not had a problem with any books disappearing from Google Play, but I have encountered the cannot download option on several books. The option simply is not there.

After several go rounds with customer service I was told to be sure the books have "eReaders" listed under the 'Best For' section. Otherwise there isn't a "download ePub" option available.
