Solution
after much searching the internet, here is the fix...
The swipe-down menu in the top right corner has a notification for USB options. Change the option from "charging only" to "transfer files", restart and reconnect to the PC. The "internal storage" item will now show up in Windows file explorer, and Calibre recognizes the device.
