Your image is looking at the "Tags" tab. The https://github.com/Sigil-Ebook/Sigil/releases/ url clearly shows that the latest release is 0.9.8. Only a tag named 0.9.9 appears on the releases page.

It's possible. Drafts don't usually hang around this long. They typically get published relatively soon. Another possibility is that this tag is a little different. It's a GPG signed/verified tag. As such, it's annotated. So it's possible that all previous Sigil tags were of the "light-weight" variety.

It all should be moot relatively soon, though. I'm going to push the publish button sometime very soon.
