Looks like the window has been stretched so it doesn't need a vertical scroll bar, and then the bottom edge of the window has been pushed (via moving the window) beyond the bottom edge of the monitor.
Try pushing the top edge down (i.e to make the window shorter), the scroll should appear, then move the top edge of the window up towards the top edge of monitor.
