IIRC, technically they always offer the Other option for Country on the page, and they don't seem to check and quite probably don't even care where the newsletter signups are coming from. But officially, it's actually excluded from Quebec, even (and ironically, a decent-sized chunk of their potential tween audience), according to the fine print under “Please read the Special Offer Terms below”:

Eligibility: Offer begins at 12:00 am Eastern Time (ET) on December 13, 2017 and continues through 11:59 p.m. ET on December 13, 2017, while supplies last. This Special Offer is open only to persons who are a legal resident of the 50 United States, the District of Columbia or Canada (excluding Quebec) and who are 13 years of age or older. We are sorry for the geographic restrictions, unfortunately it is required for various legal reasons.

But then it goes on to say stuff like:

Persons who as of the date of entry are an employee of Sponsor or any of Sponsor’s affiliates, and members of the immediate family or household (whether or not related) of any such employee, are not eligible.

So they probably just copypasted some meaningless contest boilerplate somewhere. Who knows?

• A Heritage of Stars by Clifford D. Simak (ISFDB), his 1977 science fiction novel which placed 15th for Best Novel in the annual Locus Award lists.
• Stonemouth: A Novel by the late Iain Banks (ISFDB), who wrote the popular Culture novels as Iain M. Banks (apparently the middle initial was used to distinguish his literary fiction from his sfnal works, but then ISFDB seems to count a portion of his non-initialed works as speculative literary anyway). This is apparently a non-sfnal drama which has recently been adapted to film, and if you liked his Culture and other stuff, maybe you're curious enough to give his other works a try.

• The Legends of Camber of Culdi Trilogy by Katherine Kurtz, 3-book omnibus in her Gwynedd fantasy universe. This was mentioned a few months ago, but seems to have been US-only at the time. Also discounted in the UK this time around.
• The Wingman Adventures Volume One by Mack Maloney (ISFDB), 3-book omnibus of sfnal military adventure set in a post-WWIII near future world.
