And, no. Sigil has nothing to do with Kindle. It is an ebook editor that allows you to create ePubs. What you do with the ePub after that - and who you send it to publish with is totally up to you. The Sigil preferences can set font size and type, but there is not a quick selector to make it appear like a kindle, or kobo, or iBooks, etc.
Having said that, there are some enterprising individuals who have made
plugins to the Sigil program that allow different features such as outputting to the kindle format, etc.
