Ok so it does have a publisher per se. Surprised it wasn't listed on the Amazon page.

The publisher is an independent and libraries typically don't buy independent books.
Too expensive and way too much work for libraries. Most libraries use one or two catalogs to pick the books they want to buy.
Little hint: On the Amazon page: if it says simultaneous usage: unlimited, chances are very slim that it will be on Overdrive.
