But, any decent Windows audio player software will gladly play .ogg -- VLC among them, or, my favorite, foobar2000 (both open source and free, and certainly more comfortable to use for playback than Audacity).
Meanwhile, all patents on mp3 have run out, so I think you could use it without a bad conscience, now -- it is more widely supported than .ogg, after all ...
