Ah yes,
should be ... But then, it's not an OS's responsibility to play
any kind of files (though we could have a long and heated discussion about this subject). But, any decent Windows audio player software
will gladly play .ogg -- VLC among them, or, my favorite, foobar2000 (both open source and free, and certainly more comfortable to use for playback than Audacity).
